Certification

Certification refers to the activity aimed at confirmation of conformity of the product characteristics with the national and international regulatory and technical documents.

Vershina TTC is an accredited testing laboratory that provides certification services of tires for compliance with technical regulations “On safety of wheeled vehicles and UNECE certification system”:

  • testing of products with issuing the certification tests protocols for compliance with UNECE Regulation № 30, № 54, № 117, № 106, № 108, № 109;
  • provision of certification and issue services, notification on obtaining the tire type approval for compliance with UNECE Regulation № 30, № 54, № 117, № 106, № 108, № 109 on the basis of test reports issued by Vershina TTC LLC.

Conformity confirmation procedure generally consists of the following steps:

  • identification of samples of tire by labeling and appropriate standards;
  • testing of tires samples in an accredited laboratory to confirm compliance with the requirements of the UNECE Regulations for safety and noise;
  • confirmation that the company producing tires uses methods of production and control, allowing to ensure the stability of the serial production (certificate of quality management system);
  • registration of certificate of conformity and transfer it to the applicant;
  • supervisory control of the certification body for certified types of tires.

1. Certification of tires for compliance with technical regulations “On safety of wheeled vehicles”

According to the technical regulations “On safety of wheeled vehicles” № 720, which was approved by the Government of the Russian Federation on September 10, 2009, pneumatic tires for passenger cars, light trucks, commercial vehicles are subject to technical regulation and mandatory certification.

Certification of tires under the Technical Regulations requires confirmation not only on safety and reliability (UNECE Regulations № 30 and № 54), but also on the level of ambient noise, grip and rolling resistance (UNECE Regulation № 117).

The applicant must submit both the application and copies of notifications on the type approval of tires on the UNECE Regulations (certificates E), copies of certificates for noise under Regulation № 117 or tires test protocols under these regulations at an accredited Testing center.

With the maximum period of validity of the certificate for the serial tires for 4 years, the first pilot tests for series production are conducted in the second year of the validity of the certificate, repeated control tire tests at the end of validity of the certificate is the basis for the issuance of a new certificate for the products of the same brand.

Information on issued TR certificates of conformity and the termination of the issued certificates are registered in a single register of certificates of conformity.

2. Tire testing for compliance with the Regulations of the United Nations Economic Commission for Europe (for E marking (European standard))

The E mark on the on tire confirming the compliance with the European system is one of the prerequisites in international trade relations, especially when supplying tires to automobile factories to complete new cars.

The uniform regulations for member states of the Geneva Agreement (certification system of motor vehicles, their equipment and parts), which contains the technical requirements for the certification tests are international standards – UNECE Regulations.

Currently 128 UNECE Regulations are accepted and remain in force. Nine regulations covering safety, reliability and environmental pneumatic tires are directly associated with pneumatic tires.

According to the regulations the holder of the trade name or mark or his duly authorized representative shall submit an application for approval of a type of tire. The application for approval must be accompanied by technical documentation.

3. Tyre certification scheme for Е22.

Tyre certification scheme for Е22.
1.    Contact the Technical Service of the Russian Federation (LLC Tyre Testing Center “Vershina”), conclude a contract or a contract-invoice for the provision of services.

Required documents:
- order for the performance of tests;
- order for carrying out works;
- technical description of the tyre type (in tabular form), in conformity with paragraph 4 of UNECE Regulation No 54 in the Russian and the English languages;
- pattern of lettering on the tyre sidewall;
- pattern of the tyre cross section with an indication of dimensions;
- sketch of the tread pattern.

Provided documents:
- test protocol;
- project of Communication on the tyre type approval;
- technical description approved by the Technical Service.

2. Contact the Technical Secretariat (NAMI), conclude a contract for the provision of Communication on the tyre type approval.

3. Submit an application to Rosstandart to the name of A.V. Kuleshov, Deputy Director of Federal Technical Regulation and Metrology Agency, at the following address: Kitaygorodsky proezd, dom 7, stroenie 1, Moscow, Russia, 109074.

4. Send documents to NAMI (copy of application as defined in paragraph 3, technical description + drawings, project of Communication, test protocol received from the Technical Service).

Applications for approval of a type of tire must be submitted by the holder of the trade name or mark or by his duly authorized representative.
